Homelessness and Rough Sleeping
Today someone will become homeless, tonight, someone will sleep rough for the first time. It will be cold, uncomfortable, lonely and potentially life threatening. They may face abuse or violence.
You can use the MECC approach and resources to help someone that you are concerned about. Contacting a local support organisation or an outreach service, could potentially save someone from homelessness and will help them find a safe shelter quicker.

Ask
Reaching out to someone who we think may be at risk of homelessness or who is already living on the street can be so impactful, treat them how you’d like to be treated.
Here are key questions to Ask to help signpost the specific needs of a homeless person or someone found rough sleeping.
Initial Contact - Do you need any help? Have you got a safe place to go to?
How long have you been on the streets? Have you been in contact with a local homelessness team?
Previously housed in?...(own mortgaged, own rented, shared, hotel/B&B, squat supported housing, hostel)
If not currently homeless, does individual have a means of getting home? Is home safe? Current address?
Does the individual have a phone?
Does the individual have a probation officer? Contact details? Would the individual like you to contact someone for them?
Assist
Once you have established the particular circumstances and needs of the individual what can you do to help?

Act
If you are homeless or threatened with homelessness you can ask any local housing authority for help. This is known as making a homeless application. You should seek help at the earliest possible opportunity - do not delay. If you are homeless, the local housing authority you approach will owe more duties to you if you have a local connection to their area and you should consider this when deciding which local housing authority to ask for help.
The priority for the local authority is to prevent someone from becoming homeless in the first place, wherever possible.
If you find yourself rough sleeping, there are several local organisations that can provide advice and support. However, In the first instance you should contact your local authority/council housing options service.

Street Link is a national service which can be used if you see people sleeping rough. Referrals can be made 24 hours a day using the hotline or online.

A person can contact the free Shelter helpline if they have nowhere to sleep, might be homeless soon, they have somewhere to sleep but nowhere to call home or could be at risk of harm.

Cornwall's 16 Plus Team (supporting care leavers 16-24 years)
Cornwall’s 16 Plus Team is formed as a partnership between the Local Authority and Carefree. Carefree provide a commissioned service and work with one third of all care leavers from Cornwall. Together they aim to improve the life chances of young people living in and leaving Local Authority care. The service also runs a 16+ Supported Lodgings Scheme which provides supported accommodation for care leavers aged 16 and 17 to help prepare them for independence.

YMCA Cornwall
YMCA Cornwall offers supported accommodation for young people aged 16-24 currently in Cornwall area (they will consider referrals from other Local Authorities). They offer advice to young people who find themselves homeless, sofa-surfing, rough sleeping or need to leave home. They offer free confidential and independent advice. Cornwall Health for Homeless
Cornwall health for homeless is a service for people who experience difficulties in accessing medical care. They provide primary care to people over 16 years old without homes or in unstable, temporary accommodation in West Cornwall. They run drop-in clinics in three locations across Cornwall County. Medical treatments available from the clinics are very much the same as any other GP Practice & include: Immunisations, health promotion, acute illness, chronic disease management, dressings. they have close links with drug and alcohol services, mental health services, Cornwall Housing Services along with homeless charities St Petrocs and Coastline.

Coastline
If you are homeless or may lose your home, help and advice is available from the Coastline Homeless Service. There is a day centre where you can drop in for information, advice, referrals, activities, and courses. They welcome use of their facilities, such as use of computers and telephone while having hot drinks and light refreshments as well as laundry and shower facilities. There are also several support services available for example Health for Homeless GP Service to Drug and Alcohol support. They also provide crisis accommodation and supported accommodation houses across Camborne, Pool and Redruth.

Exeter City Council
Please contact for housing advice and access to emergency accommodation. Inform the council soon as you worry you may be at risk of homelessness, as they will try to prevent you becoming homeless in first instance. There are lots of services to help you stay in your current home if appropriate. If it's not an option for you to stay, they can help you look at alternatives depending on your personal circumstances.

St Petrock's (Exeter) Ltd
For over 25 years, St Petrock’s has been the first point of contact for people who are homeless, or vulnerably housed, in Exeter and surrounding areas. The centre in Cathedral Yard is both the heart of their services and the gateway to specialist service providers. It is unique in the city, in that it offers its own accommodation routes in addition to basic survival services advice and support, all under one roof. It provides hot food, showers, laundry facilities, clothing, access to accommodation, benefits, healthcare and further specialist support.
Weekday Rough sleeper outreach.
Their rough sleeper support team are out and about around the city centre every weekday morning roughly 8:30am-10am (find out more about their approximate morning route here) and 12pm-1pm serving hot drinks, breakfasts and cooked lunches, talking to you individually about your needs. They can provide you with a food pack and other essentials, give housing and welfare advice, and make specialist follow-up appointments.

Encompass
Encompass Southwest is a local charity based across North Devon, Torridge and West Devon offering free and confidential advice on a variety of issues including homelessness and accommodation. YMCA NIGHTSTOP
Offering support to 16–25-year-olds presenting as homeless or sofa-surfing. NIGHTSTOP provides emergency, overnight accommodation for young people. NIGHTSTOP guests are placed in the homes of a trained and vetted volunteer host who provide a safe and secure place for a young person to sleep.

St Mary Magdalene Church, Upton, Food Provision
The Living Room (community café) offers a free hot meal, hot drinks, a warm space, a smile, and a listening ear. Donations are gratefully accepted but not expected. All are equally welcome. If referred by the Torbay Food Alliance, food parcels can be collected from the church on Tuesday afternoons.
Opening hours: Foodbank on Tuesdays 2pm to 5pm, and the Living Room Community Café Wednesday and Friday 10:30am to 1pm.
